PSR Construction began in Kirksville, Missouri, in 1992 when three experienced contractors, Terry Smith, Dannie Rhoads, and Jack Pickett took the opportunity to step into ownership. They laid the groundwork for what would become one of Northern Missouri’s most trusted commercial construction firms.

Their first major project, the ATSU Tinning Education Center (1993-1995) set the tone for what PSR would become: a trusted institutional contractor capable of delivering large-scale, multi-functional buildings. The 45,000 sq. ft facility served as a teaching center with state-of-the-art classrooms, medical observation rooms, a bookstore, commons, museum, and upper-level office space.

By Spring 1995, Terry and Dannie had assumed full ownership of the company, solidifying PSR’s leadership for decades to come.

In 2000, the company moved into its current headquarters in Kirksville, MO, allowing for further operational growth and project management capacity.

Co-Owner, Project Manager/Estimator

Terry Smith

Terry began his full-time career in construction in June 1983, and by 1988, he had transitioned into a Project Manager/Estimator role. He developed the planning and budgeting skills that would later help shape PSR’s reputation for precision and performance.

Since PSR’s founding in 1992, Terry has remained a steady leader behind the company’s estimating, client coordination, and on-site execution.

Co-Owner, Superintendent

Dannie Rhoads

Dannie entered the construction industry full-time in 1977, initially working in residential and then bridge construction. By 1987, he joined Jack Pickett Construction and quickly became a Superintendent by 1989, leading complex job sites and managing crews with discipline and foresight.

His boots-on-the-ground experience is central to PSR’s ability to deliver on time and on budget, especially on public works and institutional projects.

ATSU Tinning Education Center

Our First Flagship Project

Our first large-scale job, the ATSU Tinning Education Center, remains a point of pride for PSR Construction. Spanning 45,000 square feet and completed between 1993 and 1995, the building housed:

  • Advanced classroom and training spaces

  • Observation rooms for medical residents

  • A public bookstore, commons, and museum

  • Second-floor office space for growing faculty/staff

This space exemplified what PSR could deliver: technically demanding, institutionally significant builds executed with care.
